2019年阿爾及利亞示威,又稱微笑革命[6][7],在阿卜杜勒-阿齊茲·布特弗利卡簽署聲明宣布競逐第五個總統任期十天後的2019年2月16日開始。這是阿爾及利亞內戰以來的首場和平抗議活動[8][9],最終導致布特弗利卡在軍方的堅持下於2019年4月2日立即辭職[10]

背景

總統任期

自1999年到2019年擔任阿爾及利亞總統的阿卜杜勒-阿齊茲·布特弗利卡

阿卜杜勒-阿齊茲·布特弗利卡自1999年起擔任阿爾及利亞人民民主共和國總統。期間的1999年和2005年,他兩次大赦了參與阿爾及利亞內戰的戰士。這場「骯髒的戰鬥」中發生在1991年到2002年,在伊斯蘭游擊隊與政府之間展開,共奪走了20多萬人的生命[12]。阿爾及利亞將近半數人在衝突結束後腐敗醜聞迭起的喧鬧聲中出生。

布特弗利卡於1999年掌權後,特別是2004年成功連任鞏固權力後,積極開展外交任務恢復阿爾及利亞的國際形象[13]。他擔任總統期間,阿爾及利亞政壇的權力中心由東轉西,其中大部分權力給了傳媒界、政界和警界高級人物輩出的特萊姆森。100億美元的工資資金流入了該市的建設項目,包括大學、酒店、博物館和機場等。另有1.55億用於興建總統府,不過這項工程尚未完工。中國公司承包了許多大部分公共工程合同,當地承建商並非總能拿到報酬[14]

2016年的憲法修正案限制總統任期只能為兩屆,儘管如此,由於法律不追溯,布特弗利卡仍能競逐第五任期[16]

自2005年起,特別是在2013年4月27日中風後,布特弗利卡管制國家的能力遭到質疑。由於頻繁住院,也不發表聲明和演講,經常有他的死訊傳出[17]。在這種情況下,部分阿爾及利亞人認為他仍然宣布參加原定於2019年4月18日的總統大選是一種羞辱[18]

腐敗現象

布特弗利卡政府成員多次被指有腐敗行為。2010年,國營石油天然氣公司Sonatrach的兩名副總裁因腐敗入獄後,所有高級管理人員被停職。阿爾及利亞能源部長查基布·克利勒宣布公司總裁和幾名高管已受到司法監管[19]。2013年,克利勒被控收受義大利能源公司埃尼子公司的賄賂[20]。《El Watan》報導顯示,兩種常見的腐敗行為是超額計算公共工程費用和虛標出口商品,均由高層的任人唯親主義推動[21]

2018年6月26日,布特弗利卡解僱了國家警察主管阿卜杜勒加尼·哈梅爾,儘管哈梅爾是他的核心圈子成員[22][23]

政績工程

位於首都阿爾及爾的在建大型清真寺新阿爾及爾大清真寺,化名布特弗利卡大清真寺。清真寺的尖塔比摩洛哥的哈桑二世清真寺高出55米。該工程被吹捧為阿爾及利亞工程師的偉大創作,但是該工程大部分由中國建築工程總公司的中國工人們完成,他們住在施工現場周圍的預製棚戶區。工程開支超出預算2.5倍。一名醫生告訴《世界報》,「400億美元都能建200座醫院了」。因此一直有人建議將清真寺改建為醫院。在阿爾及利亞媒體看來,清真寺是公共資金管理不善和前總統「反覆無常的狂妄自大」的象徵[24][25][26]

時間軸

示威前

2018年12月,巴布瓦德英語Bab El Oued民眾示威反對無人理會總統競逐第五任期,警察派遣部隊前去平息。示威活動最初僅限制在阿爾及利亞北部[27][28]

2019年2月16日,首場大規模示威在貝賈亞省行政區東部的海拉塔爆發[29][30]。2月19日,漢舍萊民眾拆掉並踐踏市政廳懸掛的一副巨型的總統海報。兩天後在安納巴的一張類似的海報也遇到了類似的命運[31]。這種形式的抗議是受到了最近布特弗利卡不在國內時向他的框架海報獻上禮物的做法的啟發[32][33][34]

第1周:2月22日-28日

2月22日,多個中大型城市的抗議者響應社交媒體號召集會。自2001年6月14日當地法律命令禁止在街頭示威以來,阿爾及爾爆發了近18年來最大規模的示威[35][18]。來自卡比利亞地區的數千名示威者在這座首都集中[36]。另外一場自2月11日起在阿爾及爾出現的規模較小的示威中,有民眾手持「沒有總統只有畫像」等標語[37][38]2月22日,地標建築中央郵局的總統畫像被拆除[39]。儘管官方未公布參與人數,但一位專家表示2月22日的示威人數為80萬人[18][40]

2月24日,布特弗利卡入住瑞士日內瓦大學醫院接受「定期身體檢查」[41]。當天,另外一場響應公民運動的大規模示威爆發[42]。2月28日,數十名記者因示威反對新聞審查被逮捕[43]

第2周:3月1日-7日

2019年3月1日約300萬人參與示威,儘管官方沒有給出數字[44]。私人頻道Dzaïr News報導指3月1日阿爾及爾有100萬人示威,國營電視台也在當天首次公布了示威的畫面[45]。此輪示威有183人受傷,前臨時政府總統本·優素福·本·赫達之子哈桑·本赫達因心臟病發去世[46][47]。內政部長表示,總理努爾丁·貝多伊確認警方的行動針對暴徒而非示威者[48]

3月2日,布特弗利卡將他的競選主任從自2004年起活躍於總統競選的前總理阿卜杜勒-馬利克·塞拉勒,換成鮮為人知的省長阿德爾加尼·扎拉尼法語Abdelghani Zaalane。這舉被認為是對抗議活動的回應[49],在塞拉勒威脅阿里·哈達德英語Ali Haddad的談話錄音被曝光後作出[50]

3月3日是競選提名遞交的最終日期[49],有人提出建議推遲大選[51]。3月3日,布特弗利卡競選主任遞交提名,儘管法律規定候選人必須親自出席這一過程[51]。另一份簽名信息宣布如果要連任,就要召開全國大會通過改革法案和由公民投票批准的憲法,這樣一來,布特弗利卡便不能參加他承諾會提前舉行的下屆總統選舉[52][53]。布特弗利卡於當天遞交參選後,阿里·本·弗利斯路易莎·漢努恩英語Louisa Hanoune等反對派紛紛撤出[54]。翌日,匿名人士號召民眾罷工並在3月8日示威[55]

候選名單尚未正式確定,數千名示威者湧上街頭[56]。星期日晚上到星期一早上,數百名示威者舉行和平示威[57],抗議布特弗利卡提名[58]。翌日,學生罷課[59]

反對派在司法和發展前線英語Justice and Development Front總部會談,呼籲參選人撤回提名[60]。同日,當選的El Moustakbal黨代表、前部長席德·艾哈邁德·費洛基辭職[61]阿米祖爾市長表示也表示不會支持第五任期[62]。阿爾及利亞市長們的老前輩、戈恩澤特英語Guenzet市長阿馬爾·本納都達也宣布辭職[63]

星期二,示威和學生罷課繼續,阿爾及爾[64]君士坦丁[65]瓦赫蘭安納巴貝賈亞提濟烏祖布維拉卜利達塞提夫特萊姆森等地爆發示威[66]。星期四,1000名律師在阿爾及爾示威[67]

第3周:3月8日-14日

為平息事態,高等教育和科學研究部長決定將大學春假開始的日期推遲兩天到3月10日,並將春假延長兩周以平息事態[70]。3月10日,和布特弗利卡交情甚好的陸軍參謀長艾哈邁德·蓋德·薩拉赫英語Ahmed Gaid Salah軍官學員發表講話說「軍隊和人民對未來有著共同的看法」,這個演講成為《新聞報英語El Khabar》的頭版新聞[71]。當天,為期5天的總罷工啟動[72]

布特弗利卡宣布不能競逐新任期後,內政部長努爾丁·貝多伊接任艾哈邁德·烏葉海亞擔任總理。總統大選無限期推遲,全國大學生連續第三次抗議,大喊「別耍花招,布特弗利卡」[73]。星期三,教師抗議。星期四,律師和法官也加入多個城市街頭示威的行列[74]。3月14日,達米拉·貝希德英語Djamila Bouhired鼓勵年輕一代參與示威:「你們的長輩將阿爾及利亞從殖民統治中解放出來,你正在將自由及自獨立以來被掠奪的驕傲回贈給阿爾及利亞人[75]。」

3月15日的示威預計比上個星期五的規模要大[76]。《衛報》報導有數千人在街頭聚集[77]。《十字架報》認為人數超過100萬[78]。示威者高舉批評法國取消選舉會帶來「長度合理的過渡時期」言論的標語:「做決定的人在這裡,不是法國」。其他標語寫著「馬克龍,管好你的黃背心」、「愛麗舍宮住手!現在是2019年,不是1830年」[76]

第4周:3月15日-21日

3月17日,新獲提名總理公布組建由不結盟專家組成的政府,「反應阿爾及利亞社會的人口」[79]。3月18日,學生再度走上街頭,要求布特弗利卡於4月28日任期前下台。陸軍參謀長認為軍隊需要解決危機[80]

第5周:3月22日-28日

3月26日,艾哈邁德·蓋德·薩拉赫在瓦爾格拉發表講話,阿爾及利亞電視台英語Télévision Algérienne全程直播。薩拉赫在講話中敦促憲法委員會宣布布特弗利卡不合適參選。如果布特弗利卡被撤職,現任的國家議會英語Council of the Nation主席阿卜杜勒卡德爾·本·薩拉赫將代任總理職務90天,直到選舉[81]

3月27日,艾哈邁德·烏葉海亞呼籲布特弗利卡辭職[82]。同日工人黨宣布他們的阿爾及利亞國民議會英語People's National Assembly議員辭職[83]

第6周:3月29日-4月4日

3月29日,阿爾及利亞當局否認路透社稱首都示威者過百萬的報導,但未公布具體人數[84]

3月31日,布特弗利卡在他正式辭職的兩天前提名新政府成員[85]

調查人員阻止數十位想離開國家的政治寡頭。阿里·哈達德因發表對示威的意見從雇員聯合會商業領袖論壇法語Forum des chefs d'entreprises辭職後,在內部引發辭職浪潮[86],之後他在突尼西亞邊境被捕的消息傳開[87][88]

布特弗利卡發表聲明,承諾任期結束時會退位,但對確切的日期含糊其辭。翌日,布特弗利卡2004年勝選後被指定取代穆罕默德·拉馬里英語Mohammed Lamari的陸軍參謀長[13]在私人和公司場合堅持布特弗利卡應立刻辭職。4月2日,布特弗利卡正式宣布辭職[10][89] 。根據《阿爾及利亞憲法英語Algerian Constitution》第102條,阿卜杜勒卡德爾·本·薩拉赫擔任臨時代理總統,直到大選舉行的90天後[90][91]。依照法律,他不能參與選舉[91]

詹姆斯·麥克杜格爾英語James McDougall (academic)認為軍方需要採用激進手段維持體制,而部分觀察家和活動人士認為軍方身為機構,如今想要遠離政治,甚至可能支持抗議者「清理」腐敗的訴求"[92]

第7周:4月5日-12日

4月5日,阿爾及爾街道再次陷入喧鬧,數十萬人走上街頭,高舉標語,進一步要求總理努爾丁·貝多伊、代總統阿卜杜勒-阿齊茲·布特弗利卡、憲法委員會主席塔耶布·貝萊玆和陸軍參謀長辭職[93][94]

當局出動催淚彈和手炮,阻止高喊「和平」的學生穿過學院隧道法語Tunnel des Facultés[95]

第8周:4月12日-18日

星期五示威的規模與前幾個星期相仿,但衝突更多,警方封鎖了進城的道路。4月16日,憲法委員會主席塔耶布·貝萊玆表示已向委員會遞交辭呈[96][97]

第9周:4月19日-25日

4月19日的示威規模較上周略微減少。

4月22日,Ennahar TV報導指五名億萬富翁在當天的示威中被逮捕,其中四位出身於與布特弗利卡關係密切的商人雷達·庫尼尼夫法語Rédha Kouninef家族,為兄弟關係,還有一位是塞維塔爾集團英語Cevital行政總裁伊薩德·雷布拉布英語Issad Rebrab[98]。不過,塞維塔爾通訊部主任否認該報導[99]。另有一名法官呼籲問責前首相和現任財政部長[98]

第10周:4月26日-5月2日

26日,阿爾及爾有數千名示威者集會,當局提前封鎖了通往首都的各個入口。市中心出現「體制必須倒」、「我們受夠你了」的標語。早前,阿爾及利亞最富裕的商人和另外三名億萬富翁因涉嫌腐敗被扣查[100]

第11周:5月3日-9日

5月3日,數千名示威者集會。他們高舉「你必須下台」、「你們這些竊賊毀掉了這個國家」的標語。示威者在阿爾及爾市中心集會時,高喊「和平」,要求大家保持冷靜克制。國防部長艾哈邁德·蓋德·薩拉英語Ahmed Gaid Salah呼籲對話,但公民社會團體年青人行動集會(Rally for Youth Action)的主席拒絕對話,認為薩拉是舊體制的象徵[101]

5月4日,前總統的弟弟賽義德·布特弗利卡與前情報部門長官穆罕默德·麥地那英語Mohamed Mediene上將、情報長官阿塔曼·塔塔格法語Athmane Tartag被捕[102][103][104][105][104]

2019年6月

2019年6月19日,塞拉將軍重申示威期間不能出現除「國徽」外的其他旗幟,他所指的是經常出現的柏柏爾旗幟英語Berber flag[106]

2019年7月

阿爾及利亞的僑民於2019年3月17日在美國俄亥俄州哥倫布俄亥俄州議會大廈外集會。

7月17日,公民變革論壇主席阿伯德拉曼·阿爾(Abderrahmane Arrar)提議成立一個中立、沒有政治野心的委員會,由前政治人物、律師和人權活動價出任成員,他們將負責對總統選舉的組織和政治過渡進行決策,首要目標是就調解員名單大臣廣泛共識[107]

2019年9月

9月15日,政府宣布12月12日舉行總統選舉。示威者仍在示威,呼籲艾哈邁德·蓋德·薩拉赫和前布特弗利卡政府集團的其他成員辭職[108][109]。當局封鎖了通往首都阿爾及爾的道路,並逮捕了出名示威者,為下一個星期五做準備。抗議者要求從9月24日開始的每個星期二舉行大罷工[109]

9月20日,抗議活動持續,貝賈亞[109]布維拉各有2000人集會[108],要求薩拉辭職,同時繼續和平改革,揚言入獄比在2019年12月12日的總統大選中投票更好[108]。當天警方逮捕了多名反對派人士,包括支持抵制12月12日大選的布米爾達斯律師阿卜杜勒克·梅拉(Abdelhak Mellah)以及其他5人[110]

2019年11月

11月1日,網民在社交媒體號召示威後,阿爾及爾的地鐵站和火車關閉。警方設置路障,引起交通擁堵[111]。當天的示威適逢阿爾及利亞戰爭爆發65周年[112],數千名示威者呼籲解散所有現有權利體制內的成員,並要求政治體製發生根本性變化[113]。他們高舉寫著「黑幫選舉」、「腐敗統治集團舉辦選舉是給傻瓜下的圈套」,抵制12月12日的選舉英語2019 Algerian presidential election[114]

11月15日,示威者繼續集會抵制總統選舉,呼籲釋放被捕的抗議者[115]

11月17日,當天總統選舉候選人正式開展競選活動。抵制大選的示威者認為這是政治權力集團中同一群人的延續,他們在裝著總統候選人競選海報的面板中放了幾袋垃圾袋。抗議者斯邁因認為垃圾象徵著必須徹底抵制這場選舉[116]

2019年12月

12月6日,阿爾及爾、君士坦丁奧蘭卡比利有大批人集會,呼籲抵制定於下周舉行的選舉,並在12月8日開始大罷工[117]

媒體報導

到2019年3月1日,公營電視台、電台和報社完全忽視了示威的消息,和當局有聯繫的私營電視台則作出隱晦的報導[118]。媒體遭到抵制[119],第三頻道總編梅麗姆·阿卜杜(Meriem Abdou)於2月23日辭職抗議官方媒體漠視示威消息。部分記者遭到逮捕[118]。一百名記者和無國界記者組織公開譴責當局審查媒體[120]。國營電視台開始提到示威時,使用了尖銳的言辭,沒有提到他們的動機[38][120]。相反,私人平面媒體和新聞網站從一開始便做出大量報導[118]

儘管2011年視聽媒體開放競爭,由於法律地位不穩固,境外頻道會被隨時切斷[121]。自2004年起,阿爾及利亞封殺境外媒體半島電視台[122]

3月4日,擔任阿爾及利亞運河英語Canal Algérie晚間新聞主播長達15年的納迪亞·馬達西(Nadia Madassi)不滿要求播送總統聲明的要求辭職[123]

3月5日,《黎明日報英語Echorouk El Yawmi》和比拉德電視英語El Bilad TV因報導示威而被通訊部制裁,不得播出商業廣告[124]

各方反應

3月5日,阿爾及利亞獨立戰爭退伍軍人組織發表新聞稿聲援示威,感嘆「權力機構中有影響力的政黨與從公共資金中非法獲利的無良商人之間的勾結」[125]

國際社會對示威的反應則比較謹慎,大部分國家仍保持沉默。歐盟執委會呼籲尊重言論集會自由等法治精神[126][127]美國國務院支持阿爾及利亞人民示威[126][128]

法國總統埃馬紐埃爾·馬克龍於3月12日在吉布地的演講中歡迎布特弗利卡不再連任的決定,稱讚當局經過「長度合理的過渡時期」,通過民眾公投確認先發會議計劃[129]

阿爾及利亞新上任的副總理拉姆丹·拉馬姆拉英語Ramtane Lamamra出訪莫斯科,會見了俄羅斯外長謝爾蓋·維克托羅維奇·拉夫羅夫[80]。拉夫羅夫在3月19日的聯合新聞發布會上表示莫斯科不干涉阿爾及利亞內政,「由阿爾及利亞人民根據憲法和國際法決定自己的命運」[130]
