第16屆（英語：16th Parliament of Sri Lanka）斯里蘭卡議會選舉於2020年8月5日舉行，選出新一屆議會225個議席[2][3][4]。本屆共有16,263,885名符合資格的選民，其中青年選民占31.95%[5][6]。

執政聯盟斯里蘭卡人民自由聯盟憑藉145個議席的壓倒性勝利勝選[7][8][9]，其後是贏得54個議席的團結—人民力量（英語：Samagi Jana Balawegaya）和3個人民解放陣線[10][11][12]。主要反對黨統一國民黨領導層分裂之後，經歷了歷史上最糟糕的表現，僅獲得1個席位，位列第四[13]。

受2019冠狀病毒病疫情（英語：COVID-19 pandemic in Sri Lanka）肆虐影響，選舉時間兩度推遲，最終確定為2020年8月5日[14][15]。選舉前夕，中央選舉委員會按照健康指南的要求，於6月舉行了2019冠狀病毒病防控的模擬選舉[16][17]。

最初的報道估計整體投票率為70％，較上一屆（英語：2015 Sri Lankan parliamentary election）有所下降，主要是疫情所致[18]。計票工作於8月6日上午9時許啟動[19]。新一屆議會預計於2020年8月20日重新召開[20][21]。

2018年11月，總統邁特里帕拉·西里塞納在憲政危機中解散議會後，曾要求提前舉行大選，計劃將議會選舉提前一年至2019年1月5日舉行[22]。最高法院後來駁回該決議，要求暫緩大選，將議會選舉的日期恢復至2020年[23]。

背景

2018年憲法危機期間，戈塔巴雅·拉賈帕克薩解散議會並要求大選，提名馬欣達·拉賈帕克薩出任總理，但該提名未獲得議會大多數支持[22]。

然而，斯里蘭卡最高法院認為解散議會不符合憲法，暫緩解散，大選的提前也因為司法案件正在處理而暫緩。2018年12月13日，最高法院裁定解散議會不符合憲法，將選舉時間恢復到原定日期[24]。

2020年5月19日，選舉委員會考慮到2019冠狀病毒病疫情推遲選舉，但未宣布新日期[25]。5月20日，選舉委員會通知最高法院澄清選舉的具體日期為2020年6月20日[26]。6月10日，選舉委員馬欣達·德沙普里亞確認推遲的議會選舉將在8月5日舉行。7月17日，經過長時間的拖延，衛生、營養與原住民醫學部（英語：Ministry of Health, Nutrition and Indigenous Medicine）就選舉衛生指南發布公報[27]。

COVID-19疫情

2020年3月19日，斯里蘭卡包括2019冠狀病毒病病例數有所增加，但政府繼續直到3月18日結束的選舉提名期[28]。3月19日，提名期結束後不久，選舉委員會行使權力推遲選舉[25]。推遲日期最初定為4月25日，之後再因疫情推遲到6月20日，之後再推遲至最終日期。斯里蘭卡因此與波蘭、韓國、新加坡、敘利亞和塞爾維亞一道成為在疫情期間舉行選舉的國家[29][30]，也是首個在疫情期間舉行選舉的南亞國家[31]。

衛生官員就選民安全作出特別安排，在選舉之前用消毒劑對投票站（包括投票站的內部和外部攤位）進行消毒[32]。

選舉制度

是次選舉通過22個多議員選區（英語：Electoral districts in Sri Lanka）選出196名議員，採用漢狄法及開放名單比例代表制制度[33][34]。餘下29個議席由參選的各政黨和無黨籍組織按照全國得票份額比分配[35][36]。選舉委員會宣布選票可以投票給一個主要政黨，最多可以選出3個人進行排序投票[37]。

參選政黨

參與選舉的主要政黨和聯盟包括總統戈塔巴雅·拉賈帕克薩聯盟、執政黨斯里蘭卡人民自由聯盟、拉尼爾·維克勒馬辛哈的主要反對黨統一國民黨、薩吉斯·普里馬達薩（英語：Sajith Premadasa）的團結—人民力量（英語：Samagi Jana Balawegaya）、阿努拉·庫馬拉·迪薩納亞克的人民解放陣線。總統戈塔巴雅此前於2019年11月當選總統。

統一國民黨的獨立派系團結—人民力量由薩吉斯·普里馬達薩於2020年2月成立，當時薩吉斯和拉尼爾·維克勒馬辛哈就統一國民黨的存在讎隙，就領導問題產生創意分歧[38][39][40]。雖然剛剛成立，該黨仍自稱是主要反對黨[41]。

發展

2020年3月19日，選舉委員會主席馬欣達·德沙普里亞（英語：Mahinda Deshapriya）透露，鑑於2019冠狀病毒病疫情，選舉無限期推遲[42][43]。斯里蘭卡政府最初堅持定於舉行的選舉於4月25日按原計劃舉行，但禁止競選集會和會議[44]。在與其他南亞區域合作聯盟領導人舉行視頻會議時，斯里蘭卡總統戈塔巴雅·拉賈帕克薩確認選舉按原計劃舉行[45]。儘管總統表示選舉照常舉行，選舉委員會還當用權力將日期推遲到6月20日[46]。這導致總統辦公室與憲法產生危機，事件交由法庭裁決[47][48]。

6月10日，選舉委員馬欣達·德沙普里亞確認議會選舉推遲至8月5日舉行，需遵循嚴格的健康措施和指引[49][50][51]。

多方消息來源認為，由於病毒令人擔憂，初期投票率會進展緩慢，但到了清晨會逐漸回升[52][53]。這是斯里蘭卡首次在疾病疫情期間舉行大選[54]，選舉委員會建議選民自帶藍色或黑色原子筆，遵循預防性保持距離指南迅速完成投票[55][56]。官方也建議選民佩戴口罩，在進出投票站時用消毒搓手液消毒[57][58]。

投票當天，選舉主席馬欣達·德沙普里亞在巡視投票站時投票，而非選擇郵寄投票。這是他九年來首次現身投票站[59]。約82000名安全人員和6萬多名醫護工作者在選舉期間戒備[60]。可倫坡證券交易所（英語：Colombo Stock Exchange）於晚上12點30分提前關閉[61]。

出口民調觀點

最初的出口民調報告和觀點認為執政的人民自由聯盟是在選舉中勝選的頭號種子，主要歸功於遏制冠狀病毒疫情的工作大獲成功，以及統一國民黨領導的政府被批評情報搜集工作不力，引發2019年復活節襲擊[62][63]。

競選活動

參選人的競選活動據報花費22億盧比，其中團結—人民力量的花費最高。競選活動大多由參選人通過Facebook等社交媒體平台安排，由於公眾集會被禁止[64][65][66]2020年6月，統一國民黨成為首個使用數字競選活動的政黨[67]。

斯里蘭卡財政部向選舉部門撥款85億盧比，用於選舉支出。2020年7月，人民自由聯盟主席戈塔巴雅因採用環保方式舉行競選活動被授予零碳認證證書[68]。戈塔巴雅的競選活動是全球首個獲得零碳認證的選舉活動[69]。

人民陣線的競選活動強調振興經濟及修憲，包括2015年議會選舉後獲得通過的爭議性第十九修正案（英語：Nineteenth Amendment to the Constitution of Sri Lanka）[70]。拉賈帕克薩兄弟一直批評該修正案削弱了執政總統的主要權力。

選舉專員於2020年8月2日限制了所有競選活動[71][72]。

選舉時序

  • 11月9日 – 總統邁特里帕拉·西里塞納解散議會，呼籲2019年1月5日舉行大選[73]。
  • 12月13日 – 斯里蘭卡最高法院總統邁特里帕拉·西里塞納要求解散議會舉行選舉的命令違反憲法[74]。
  • 12月16日 – 馬欣達·拉賈帕克薩被最高法院裁定不能繼續擔任總理後，拉尼爾·維克勒馬辛哈宣誓就任總理[75][76]。

  • 1月30日 – 統一國民黨工作委員會批准反對黨領袖（英語：Leader of the Opposition (Sri Lanka)）薩吉斯·普里馬達薩（英語：Sajith Premadasa）參選總理[78]。
  • 2月10日 – 反對黨領袖薩吉斯·普里馬達薩組建新議會聯盟薩吉斯·普里馬達薩（英語：Samagi Jana Balawegaya）[79][80]。
  • 2月17日 – 斯里蘭卡人民自由聯盟登記選舉，馬欣達·拉賈帕克薩和邁特里帕拉·西里塞納被列為主席[81]。
  • 3月3日 – 總統解散議會，於2020年4月25日舉行大選，提名期於3月18日結束[82]。
  • 3月19日 – 選舉委員會考慮到冠狀病毒疫情，推遲選舉，新日期待定[25]。
  • 4月3日 – 選舉委員會致信總統，表示由於無法按照公報舉行選舉，要求新日期的建議或另作選擇[83]。
  • 4月9日 – 總統秘書PB·賈雅孫德拉回應委員會，指總統不會給建議從法庭獲得任何有關選舉的建議，舉行選舉是委員會的職責所在，警告會出現憲政危機[84]。
  • 4月20日 – 選舉委員會宣布新日期定為6月20日，此前專員，拉特納耶萬·霍爾教授在政府的影響下，反對5月20日舉行選舉[85][86]。
  • 5月5日 – 報紙編輯維克多·伊萬和其他七名編輯向最高法院遞交基礎權利申訴書，要求撤銷宣布6月20日舉行大選的非常規公報通知[87]。
  • 5月6日 – 團結—人民力量（英語：Samagi Jana Balawegaya）遞交基本權利申訴書，質疑選舉委員會發出的6月20日大選的公報通知[88]。
  • 5月9日 – 國民遺產黨（英語：Jathika Hela Urumaya）的尚皮卡·拉納萬卡（英語：Champika Ranawaka）和新斯里蘭卡自由黨的庫瑪拉·韋爾加瑪（英語：Kumara Welgama）遞交基本權利申訴書，質疑選舉委員會發出的6月20日大選的公報通知[89]。
  • 5月18日 – 最高法院的五人法官席開始就8份申訴書舉行聽證會[90]。
  • 5月20日 – 選舉委員會通知最高法院，6月20日不再是選舉的日期[26]。
  • 5月22日 – 司法部長要求最高法院在不舉行聽證的情況下駁回與大選有關的申訴[91]。
  • 6月2日 – 最高法院駁回所有基本權力申訴書，拒絕採納所有申訴[92]。
  • 6月10日 – 選舉委員會宣布8月5日為選舉的新日期[93]。
  • 7月30日 – 選舉委員會宣布所有競選活動和宣傳活動必須於8月2日午夜結束[94][95]。

違規事件

選舉違規行為監測中心指，根據調查，約有340起與選舉違規有關的小事件，其中約167起為非法競選、59起為恐嚇、24起為非法海報展板，另有部分涉及違反健康指引。人民自由聯盟所受投訴最多，約161起，其次是團結—人民力量，有40起，之後是統一國民黨，有18起[96]。

操縱意圖

代表泰米爾國民陣線（英語：Tamil National Alliance）的賈夫納選區參選人M·A·蘇曼西蘭（英語：M. A. Sumanthiran）被指在優先次序選票點票期間存在不當行為，在選舉結束後坐在點票中心內，而非按照規則在點票期間離開點票現場[97]。蘇曼西蘭否認有關指控，指出點票工作在不同地點舉行，再被帶到選區主要的點票中心，最終結果需要經點票站現場的各黨派代表確認和同意後公布。蘇曼西蘭透露點票期間他一直在家，沒有出現在任何點票中心，只是在結果即將公布前前往宣布現場，其他參選人，包括沙希卡拉·拉維拉傑都在場，還跟選舉主任交談[98]。沙希卡拉的女人和納達拉·沙希卡拉（英語：Nadarajah Raviraj）譴責蘇曼西蘭打算犯規，可能意圖操縱最終結果[99]。

統一國民黨違規指控

團結—人民力量指責統一國民黨主席拉尼爾·維克勒馬辛哈試圖通過優先次序投票保住他的席位，指統一黨未能取得保住議會國民席位所需的至少5%的總票數[100][101]。

選舉結果

首批正式的選舉結果於2020年8月6日下午陸續公布，從加勒區的郵寄選票開始[102]。

斯里蘭卡人民自由聯盟憑藉59.09%的得票率在18個選區贏得145席，成為議會最大黨，而他們主要的對手團結—人民力量則贏得23.90%的票數共54席[103][104][105]人民自由聯盟成功打出113個議席的多數門檻，在各個選區獲得128席，在選舉名單獲得17席，共145席[106]。結果預計會進一步擴大拉賈帕克薩家族在斯里蘭卡政界的影響力，人民自由聯盟僅需要與其他小黨派的5個席位進行合作，便可以達到啟動憲法修改所需的多數席位門檻，其中部分席位可能會推翻2015年生效的多個修正案（包括增加議會和總理的角色、推行負責司法任命、警察、公共服務和選舉進行的獨立委員會）。拉賈帕克薩家族另有四人（除馬欣達外）當選議員，包括馬欣達兒子納馬爾（英語：Namal Rajapaksa）、哥哥查馬爾（英語：Chamal Rajapaksa）、他的兒子沙舍恩德拉（英語：Shasheendra Rajapaksa）和侄子尼普納·拉納瓦卡（英語：Nipuna Ranawaka）[107]。得票和席位第二多的團結—人民力量有望去主要反對黨統一國民黨的位置，儘管該黨是由國民黨管理層產生分歧所成立的[108][109]。隸屬於泰米爾少數族裔（英語：Tamils in Sri Lanka）的政黨失去多個議會，可能會削弱影響力，其對在聯邦國家實行自治的渴望可能會被外界質疑毫無進展。
