斯威士蘭中央銀行（英語：Central Bank of Eswatini，簡稱CBE），是斯威士蘭王國的中央銀行，系斯威士蘭里蘭吉尼之發行機構。其成立於1974年3月22日，總部位於首都姆巴巴内。

歷史

1968年9月6日斯威士蘭從英國獨立。到了1974年3月22日，斯威士蘭國王索布扎二世頒佈了《斯威士蘭金融管理局法令》（Monetary Authority of Swaziland Order of 1974），開始籌備成立斯威士蘭金融管理局（英語：Monetary Authority of Swaziland）。同年4月1日，斯威士蘭金管局正式開始運作。並在同年9月6日的獨立紀念日當天，金管局發行了法定貨幣斯威士蘭里蘭吉尼。金管局在成立之初，全部工作人員只有八名，不過隨着運行進展，總裁不斷招募合格的新員工以及增設職能部門，至1974年當年的聖誕節時金管局編制員工一共有二十七名了。
不久後在1979年7月18日，國王修改了1974年頒佈的法令，依照修改後的新法令斯威士蘭金融管理局更名為斯威士蘭中央銀行（英語：Central Bank of Swaziland），並開始承擔更多的央行職能。
到了2008年3月31日，隨着斯威士蘭中央銀行的編制不斷擴大，工作人員擴充到270名。^[參2]

目標與職能

目標

斯威士蘭中央銀行之使命是維護斯威士蘭國內之金融穩定以促進斯威士蘭經濟的發展。^[參8]

職能

斯威士蘭中央銀行依照於1974年頒佈再於1979年修正之《斯威士蘭中央銀行法令》（Central Bank of Swaziland Order 1974）所規定^[參7]^:5，其法定職責為^[參9]：

制定和實施穩健的貨幣政策，以維護金融穩定。
管理和監督金融機構，促進金融體系的高效運行。
發行及回收法定貨幣，包括紙幣和硬幣。
持有及管理外匯儲備。
為政府提供關於貨幣和金融事務的顧問意見。
擔任金融機構的最後貸款人，以促進國內金融市場的穩定發展。
開發和運營中央銀行的支付系統。
進行有關貨幣，金融和經濟事務的研究，以支持貨幣政策的制定與實施。

組織結構

斯威士蘭中央銀行截至2014年3月共有僱員244名^[參6]^:88。全行之最高管理機構為董事會（英語：Board of Directors），董事會依法應由9人組成，其中包括行長、副行長，及7名董事；7名董事中需有1名為公共財政部所屬之公職人員^[參7]^:6-7。而行長為董事會之當然主席，由國王根據首相之建議任命，董事會其餘成員則由公共財政部部長直接任命^[參7]^:7。行長辦公室由董事會直轄（英語：Office of the Governor）^[參10]，而在行長辦公室之下設置有各執行部門，分別為：
