2015年麥加朝覲人踩人事故，是指發生於2015年9月24日，在麥加的一起人踩人事故，造成至少769人死亡，934人受傷[1]。事發地點在距離麥加約7公里處的米納（英語：Mina, Saudi Arabia）（Mina），屬於麥加的郊區，俗稱「帳篷城（英語：Tent city）」（Tent city），因為每年大批信徒在此搭帳篷準備參加朝覲[5][6][7]。

據沙特阿拉伯當局稱，人踩人事故發生在「擲石拒魔」（阿拉伯語：رمي الجمرات‎）的儀式上，但隨後儀式發生混亂，引發了此次人踩人事故。[8]沙特阿拉伯衛生部門表示，朝覲者不按當局制定的時間表規定行事，在同一時間擁擠在同一地點，最終導致了人踩人事故的發生。[9]而當天沙特政府就對共28名事故責任人判處死刑，並於次日全部執行完畢[10]。

傷亡情況

根據沙特官方的數據，截至2015年9月30日，此次事故已造成至少769人死亡，934人受傷。[1]對於有媒體報道稱事故造成上千人死亡，沙特官方對此進行澄清，早前向多國外交官出示近1100名死者照片協助確定身份，但有部分是於朝聖活動期間自然死亡，部分死於之前的起重機倒塌事故，並非所有死者都是死於踩踏事件[11]。

美聯社在2015年10月8日報道，至少1399人在此次事故中喪生，數字根據18個國家公佈其遇難國民人數的總和而得出，遠高於沙特當局公佈的數字；[12]之後又於10月19日把死亡人數上調至最少2177人，數字根據30個國家的公佈和媒體報道得出。[13]

中國駐沙特吉達總領館25日對新華社記者說，一名中國甘肅籍女性在人踩人事故中遇難。[61]9月28日，中國外交部發言人洪磊確認，4名零散赴麥加朝覲者遇難，而中國朝覲總團的14500人沒有傷亡。[62]此外，包括至少131名伊朗人、14名印度人及4名土耳其人在事故中遇難。[63][64]仍然有大概400名遇難者的國籍等待確認。[62]

追責

人踩人事故發生當天，沙特國王薩勒曼就下令斬首28名責任人，並於25日執行。被斬首的涉事人員被控違反安全規定、不服從命令，致使麥加發生人踩人事故，造成逾千名朝覲者死傷，令沙特名譽掃地。但有伊朗團體質疑沙特政府未經審判就處死涉事人員，認為此舉「動機不純」[10]。

沙特阿拉伯與伊朗關係

沙特與伊朗的關係早已因為敘利亞內戰、也門內戰而緊張，最終因為沙特阿拉伯處決著名什葉派反政府教士謝赫·尼姆爾，造成沙特阿拉伯駐伊朗大使館被攻擊，2016年1月3日宣佈斷交。[65]

同時2016年5月，伊朗朝覲組織指責沙國未能滿足伊朗提出的保證伊朗朝聖者享有安全和尊重的要求，尤其是簽證和航班問題，因此原本伊朗64000名不參加當年度朝聖，轉而至卡爾巴拉進行。

事後防範

2016年活動開始前，發給朝聖者身份辨識手環，上有條碼可查詢個人資訊，像是病歷、身分、國籍和在麥加的落腳處等。同時有無人機等監控狀況，並有個機具及設備待命。[66][67]
