烏茲別克斯坦共和國中央銀行（英語：Central Bank of the Republic of Uzbekistan，簡稱CBU）是烏茲別克斯坦的中央銀行，是烏茲別克索姆的發鈔行。它成立於1991年，總部位於塔什干。

依據《烏茲別克斯坦共和國憲法》第124條以及《銀行和銀行活動法》第1條，央行是一個法人實體，一個公共機構，由國家全資擁有。但其在經濟上是獨立地管理控制自己收入及成本，國家不承擔其債務責任。而在行政上中央銀行對國家議會負責，但不受其領導[3]。

歷史

1991年烏茲別克斯坦共和國通過《銀行和銀行活動法》（英語：law of “About the banks and banking activity”），烏茲別克斯坦共和國中央銀行成立。緊接着在1993年，中央銀行系統的改革開始進行，以促進銀行結構的實質形成。不久後在1994年7月1日，法定貨幣烏茲別克索姆開始發行，它成為烏茲別克斯坦經濟發展的一個重要里程碑。事實上它意味着央行成為活動完全獨立的機構。
烏茲別克斯坦共和國於1996年發佈了新《銀行和銀行活動法》，明確了二層銀行體系（央行-商業銀行）的法律框架。1997年，一個現代化的跨銀行電子支付系統軟件開發完成，實現在國內所有賬戶自動轉賬支付於3-15分鐘內完成。到了1999年，烏央行開展國際貨幣政策的進一步開放，制定並推出了外匯買賣場外櫃枱及外匯市場的監管機制。跟着在2001年7月1日，央行頒布了法規，讓出口企業可以直接將外匯收匯到國內的儲蓄銀行賬戶內，以鼓勵中小企業的發展。接着在2002年，央行頒布了「關於公民在銀行的資金安全保障」的法規，建立了公民在銀行資金安全的擔保基金，成立有效機制以保障人民群眾在銀行的存款。然後又在2006年10月，頒布了「關於消費信貸」的法規以應對按揭貸款興起，增加銀行消費信貸的金額以及通過法律給金融消費者以安全保障。
2010年，烏商業銀行開始成為一個具體的信貸機構，一方面吸引了行業的臨時備用資金，另一方面又滿足央行自己的財務要求[4]。
2014年3月29日，烏政府頒布法令，規定烏本土法人在國外銀行開設外幣和本幣賬戶時需獲得烏央行下發的許可，以遏制國內資本外流[5]。

職能

法定職權

依據《銀行和銀行活動法》第1條，烏央行職權為[7]：

  • 制定、發佈以及實施貨幣政策，比如通過信貸和外匯業務改變貨幣供應量。
  • 組織和提供有效的支付系統。
  • 執行和監督銀行和其他金融機構的監管職能。
  • 發行國家的紙幣和硬幣，並壟斷其法定的貨幣發行權。
  • 提供經濟統計數據，擔任政府的經濟顧問，以及擔任國家對外的財政代理人。
  • 儲備和管理官方外匯儲備。

禁止活動

依據《銀行和銀行活動法》第4條，烏央行無權[8]：

  • 為任何個人與企業提供財務資助。
  • 開展盈利性質商業活動。
  • 參與銀行和其他法律實體的資本（除非法律另有規定的）。
