班巴里鎮金礦屠殺事件（法語：Massacre de la mine d'or de Bambari）是2023年3月19日發生於中非共和國的屠殺事件。在中非共和國班巴里鎮附近一個由中華人民共和國公民開設的金礦遭到俄羅斯武裝組織瓦格納襲擊，導致9人死亡和2人受傷。[1]

背景

中非在2012-2013年發生嚴重內戰，內戰各方雖在2019年2月簽署和平協議，但安全形勢並無根本改變。首都班基市犯罪率居高不下，曾發生數起中國公民被盜搶事件，距市中心5公里的PK5區域武裝衝突頻繁[2]。

中國採礦企業

在中非採金、采鑽面臨極高的經濟與安全風險，但部分中國人仍不顧中國外交部領事提醒在中非採礦[2]。2018年10月，一家中國採金企業在曼貝雷-卡代省索索-那孔波鎮請當地一名青年首領陪同前往卡代伊河邊一處礦場，途中船隻傾覆造成中非青年失蹤，事後3名中國人在憲兵隊做筆錄時遭當地人暴力襲擊身亡[3][4][5][6]。2019年，中國採金企業污染環境引發爭議[7]，當地民眾強烈不滿，導致有關中國民營企業車輛被燒毀，險釀人員傷亡[2]。

華格納集團

2018年以來，俄羅斯瓦格納集團向中非派遣僱傭軍，填補法國軍隊撤離[8]後的安保真空。華格納集團為中非總統福斯坦-阿爾尚熱·圖瓦德拉提供貼身保護[9]，協助政府軍與叛軍作戰[8][10]，同時也為金礦和鑽石礦提供安保服務，換取金礦和鑽石礦的開採控制權[11][12][13][14]。

2022年3月至5月，華格納集團曾多次攻擊（英語：March 2022 attacks in the Central African Republic）中非與蘇丹邊境的金礦，打死多名礦工，死者大多來自蘇丹和查德[15][16]。

事發

2023年3月19日凌晨5點（西非時間，北京時間12點），距中非班巴里鎮25公里處由中資民營企業管理的欽博洛金礦遭遇武裝襲擊，造成中國公民9人死亡、2人重傷[17][18][19]。中非總理菲利克斯·莫盧瓦（英語：Félix Moloua）和班巴里鎮鎮長阿貝爾·馬蒂帕塔認為反政府武裝組織「愛國革新聯盟（英語：Coalition of Patriots for Change）」是本次屠殺事件的兇手，但該組織已發表聲明否認施襲及譴責此事件，並且指控華格納集團以及曾為武裝組織「為了中非和平聯盟（英語：Union for Peace in the Central African Republic）」領導人的中非畜牧業和動物衛生部長哈桑·布巴（英語：Hassan Bouba）[20]應當為屠殺事件負責[19][21][22][23][24]。班巴里鎮副鎮長也認為「為了中非和平聯盟」的成員可能是本事件的兇手[25]。

各方反應

中華人民共和國外交部呼籲所有在中非共和國除首都班吉外的中國公民立刻撤離[26][17]。
