獲取COVID-19工具加速計劃

獲取COVID-19工具加速器（Access to COVID-19 Tools Accelerator）又稱ACT加速計劃，是一個跨學科的支持平台，目的是使平台上的合作夥伴能夠共享資源和分享知識以對抗2019冠狀病毒病疫情。它分為四個支柱，每個支柱由兩到三個合作夥伴管理。^[1]

獲取COVID-19工具加速器始於二十國集團於2020年4月24日宣布的一項倡議。世界衛生組織很快於4月24日響應^[2]^[3]。

2020年9月10日，聯合國和歐洲聯盟共同主辦了獲取COVID-19工具加速計劃促進委員會成立會議，該委員會當時就收到了計劃籌款中的350億美元中的27億美元，以確保平台能提供20億劑2019冠狀病毒病疫苗、2.45億個療程和5億次檢測目標^[4]。

截至2020年12月，已開發國家已預購100多億劑仍在研發中的候選COVID-19疫苗^[5]。由於發達國家2021年的疫苗需求量很大^[6]^[7]，低收入的開發中國家的人們可能要到2023年或2024年才能從2019冠狀病毒病疫苗製造商那裡獲得疫苗，COVAX就能在此時發揮作用^[8]。 2021年7月，德國衛生部長宣佈捐助本計畫2.6億歐元，並於與秘書長的會談中敦促中方重啟疫情調查。^[9]
