總統過渡計劃（英語：2025 Presidential Transition Project）[3]或名Project 2025，是由美國傳統基金會提出的一項倡議，皆在重塑美國聯邦政府，並為唐納·川普於2024年美國總統選舉當選的情況下鞏固總統的行政權力。[4][5]該倡議主張根據美國憲法第二條與行政權一元論，由美國總統直接管理各行政部門，並將數以萬計的公務員以支持川普政策的人取而代之。倡議的支持者認為如此可以瓦解「龐大」、「不負責任」且大多為自由派組成的行政官僚系統，並為美國社會與政府注入基督教價值觀。批評者批評該倡議「基督教民族主義」與「威權主義」，皆在將美國領向獨裁。許多法律專家則認為該倡議會破壞美國的法治、權力分立與政教分離原則，損害公民自由。
